Fuse 8 Voltage

Still trying to solve the wiper, fan, horn electrical problem. Checked the voltage coming into Fuse 8 and I only get 2.165 volts. Shouldn't all the fuses be 12 volts? If the y are could I try a direct line from the batt? Also the PO removed the relay board.

Fuse 8 is fed by the "fresh air relay". You should have something pretty close to 12V on it when the key is "on", and nothing when the key is "off".

Try swapping the fresh air relay (one of the ones on top of the fuse panel) with one of the headlight relays and see if that helps.

The relay gets its power from the "hot" side of fuses 10-11-12 (or was it 9-10-11?) which are all bridged together due to the way the fuse box is made.

tried switching all relays and still no differece.

Check the voltage on the "hot" side of those three linked fuses, then. Check the wiring diagrams and note Fuse 8, which is fed by the fresh air relay, which gets its power from one of the other fuses (but from the hot side).

At the moment, I'll vote for "dirty connection".
