Fuel pump shorting out?

I connected my fuel pump to the wiring harness and turned on the ignition. The fuse in the relay board blew. I checked for a short and followed it back to the pump itself. The positive pole of the pump has a resistance of 2.5ohms accross the positive and negative poles of the pump. The positive pole also has continuity with the case. However, when connected to the 12v battery, the pump runs. Is there an internal resistor blown? If the windings were shorted, the pump should not run. Suggestions?
What is the normal operating resistance across the pump?

Sounds like the motor's basically ok, but the + terminal has a short to the case. The pump runs ok until the case contacts the car, then blows the fuse right?

Yeah, that sounds right. The pump motor seems to be sealed, so I can't get to the terminal. I guess I will have to go with another pump.
