Porsche Crest Fuel Regulator slash fuel pump

Hey guys! on my 1972 1.7 litre 914 when I bought it there was a fuel filter where the regulator was. I was putting the old regulator on but the car would not fireup. But it did fire when the filter was on. I am wondering if it is the regulator or the fuel pump that is bad. can you help me out thanks

Does the car have FI or carbs?

If it has FI, you might have the regulator installed backwards.

I don't know why there would be a filter where the regulator was...
