Pretty sure you can. It is the seal at the base of the windshield that you can't do with the windshield in.

if the windshield is installed correctly, you can replace that seal without having to remove the windshield.
the mounting lip is in a small recess allowing the seal to slide in/out without pressure from the windshield.


as for the original question, yes, the dash and even the metal subframe can be removed with the windshield in the car.

however, having the windshield out makes the process a lot easier ...

Where can a person order the dash to windshield seal?

Auto Atlanta has both the orig and a reprod. (which is a lot cheaper and fits fine).
The hardest part about the dash removal is the 4 bolts that come through the front crosswall that are all but impossible to do without the gas tank and entire fresh air blower system removed.
