Instrument face removal

I have some specs of what appear to be styrofoam dust and junk on the inside of my tachometer. The tach works good but looks bad. How can I get the face off, clean it, and get it back on without tearing it up?

Two slightly different takes on the same procedure. Part of it talks about opening up the gauge, which applies to the tach and combo gauge as well.
