Thermo Time Switch on 1.7L
I wanted to know if this is the thermo time switch.

Yes, that's what it is.
Yes, that's what it does. No, the ECU does not control it. The relay board sends +12V to the CSV. The ground wire from the CSV plugs into the one terminal of the TTS, which provides a ground when it is "cold enough" (somewhere near 40F) or provides no connection when the TTS is warmer than that. Note that the circuit that powers the CSV is the starter circuit, so it will not get power unless the starter is cranking! --DD
