Am I missing something here?

This indentation and corresponding holes are under the dash right below the steering column. Am I missing something that should be here or are the holes just for access of the screws up in the dash?

I believe your guess of access holes is correct. I've got the same holes on my 73' dash, which has not been out of the car, and the same holes on an almost perfect lower dash from a 74' I recently parted out.
