More likely the seals in the turbo. Could be both. I'm having my turbo rebuilt and am putting seal while the turbo's at the shop. Cost for turbo is about $350.

just in case you need some guides, I have 4 left overs from a rebuild. Like Dave said, could be the turbo. In my case it was both!

It shouldn't if you keep your oil level up. Over time, it will clog the catalytic up and get progressively worse. If it's just seals, then it would probably be cheaper than what I'm spending. Bear in mind that I took out the turbo and carried it to a turbo shop. If I didn't the bill would be much, much higher.

I think the valve guide seals & plastic straw thing are less than $15. It is a lot of work though because valve springs have to come out.
