Ok is there anything to this. Like a glue or do I just pull the other one up and put down the new one?

Don't use glue, the original has a non-hardening caulk used to keep a seal to the sheet metal. If you pull the old one up you will see the goop.
When you put the new seal on it will seem too long. Try and work it to fit and if you cut it shorter, save the excess for later when the seal shrinks. |

Now do I have to clean the existing goop off? If so with what.

You will need to keep the "goop" It helps you to maintain a good seal from the new rear hatch seal to the body.
