Horn Issue

When I bought my 88 924S there wasnt a horn in it (low or high) I found the terminals for the horn and tried to get a reading off of them with my multimeter, but everytime i press the horn switch... the on-relay fuse blows (16 AMP) Any ideas what could be causing this, there are no visible shorts in the wiring.

You most likely have a fault in the horn button or somewhere in the wiring.

Well, I can hear the relay clicking.... so it wouldnt be the horn button... right ?

it may be a faulty relay as well.

You probably have a faulty horn/s. Disconnect all the connectors from the horn/s and try again.
