Yeah, having a chip and gaining a hard earned (for a NA) 2 or 3 hp is cool, but not worth $200, unless you're the kind that has money to burn. Chances are, it will not really be noticable, especially what one said earlier about how, if it is tuned for a smooth transition, you'll never even know what happened. Compared to a chip that hits you with more timing advance/fuel at 3500rpms, you feel the sudden umff in your seat, and say "man this chip rocks! It must've added 10 hp!"

On the contrary, I can tell the difference in power between a hot muggy day and a cool day, some times it's pretty obvious. I've never actually tried a chip, so I couldn't say whether or not it really doesn't make a noticable difference, but, just the same as the weather can strengthen the entire power band by a couple hp and be noticed (not as a sudden kick in the pants, but an overal increase in power and running quality), a good chip (like a Wilks) will probably also give the same effect. It's just a matter of what it's worth to you to gain some hard earned extra hp from a NA.

As for the "it only makes a difference on the race track", It's a Porsche after all, and the way Porsches should be driven will bring it up into the higher revs where the chip actually improves. That's where the true enjoyment of these cars are anyway, even if it's only for a moment ;) (if you're lucky enough to be able to track your car, then feel even better that you can really get your money's worth). If that's not what you're after, then you might as well just drive a camry or something.
