Where's the Drain Hole Near the Fuse Box?

I've noticed that every time I wash the car, the area around the fuse box in not draining - in fact it collects about 2 inches of water.

I have vacuumed all the leaves out but I can's seem to find a drain hole that is certainly clogged. I also can't find the exit point under the car.

Any help would be appreciated - see pic below:

Drain hole is pretty much under neath the hood shock mount point in the pic. Drains to the opening of the bottom of the fender..

poke a hanger or something in there .. it'll clean out... and use a glass of hot water to try to loosen things up down there. then it should pour quite freely.

I found a razor in mine with my finger.. so .. hesitate on using your fingers till its quite clean hahaha

p.s. it drains pointing towards the fender.. not down.
