your average wrencher...

the bottom of the p-brake shoes pivot on it. its just stationary and may be bolted or even spot-welded onto the backing plate. very rare that it would need replacing but without it, your p-brake will not function.

After looking again at my 951 trailing arms, I have decided that these pieces are brazed on, and that I do have them.
