What lip is this?

Found this picture on another forum. Does anyone know what front lip this is? I would also like to know what wheels those are if anyone can tell.

I'm wondering what is going on in the center of the bumper with the two round things?

I saw in one forum where a guy used flower/grass border rubber trim to make a lip on the front valance. After he was finished it didn't look all that bad. He took several pictures of it. Wish I could remember where I saw it.

Cheers,
Larry
