turbo rebuild question. Compressor plate seal?

I'm rebuilding my k26 turbo but I don't understand how to change the seal in the compressor backing plate. There are some kind of rings in there, but I'm unsure of how and if they can be replaced.
UPDATE: Called a local turbo shop. Seems the backing plate seal is just pushed out with "thumb" pressure.

The new piston rings for the turbine side of the shaft seem tight. I am now using the old rings as the turbo spins more freely with them.
When installed it takes slight force to turn the shaft in the centre section. It spins slowly when blown with compressed air.
Will the rings bed in or could it be that they are damaged?

They'll be tight initially. . .I'd sure use them instead of the old ones.

Exactly how tight is normal? I could rotate the turbine with one finger but only by pushing steadily against the wheel. There was definitely a tight point in the rotation as well.

I'll take the turbo apart again and inspect the seating grove more thoroughly.
Anything else I can do to make the rings seat better?

Tight point is not good, should rotate smoothly.

FWIW, I just got a K26 back from a professional rebuilder, and when I sent it, I could spin it by hand. When it came back, I could not.
