77, 924, compression

Hi. the compression on the 4th cylinder is 60 psi, and the other 3 are at 120.
it idles roughly and stalls sometimes.
should i change the valvles?
wires, cap, etc. are all new.

You could check the valve clearances, but most likely it needs a headgasket and valve job while you're in there.

A leakdown test will also provide more information to confirm valves, etc.
