Looks like a lower dashboard-mounted "oh *****" handle, but did Porsches have dash mounted ones? I don't recall seeing them.

It is that trim piece for a 914 driver-side door pocket. 914 555 025 10 described as "frame for door bag". Not for a 944 unless you want to use your imagination...
