Do I have to remove the alternator to change the voltage regulator.

Nope.
Two flathead screws on the back of the alternator
You need to pull your air box off to make it easier.

So I just go in from the top, remove the old one after I remove the air box and install the new one. I don,t have to go under the car at all.

If you are putting a new VR in a very old alternator, the slip ring will eat the new VR carbon contacts.

This is what an old alternator slip ring looks like.

This is a new Bosch slip ring:

If you think the alternator is OK you can take it apart and put it on a lathe or at least file as best you can to get rid of the ridges that will eat the new VR contacts.

Eh. If your alternator is putting out 13.5v your regulator should be fine
