Weird electrical problem

When I start up my 89 S2, oftentimes the blower and windshield wipers won't come on until I switch on the headlights. I just need to switch the headlights on and off and then everything works. I figured this had to be a bad ground so I cleaned every ground I could find (the two above the bell housing, one by each headlamp, one on the driver's side front fender and the one in the trunk), but I still have the same problem.

Any thoughts?

There is another ground junction up in the drivers kick iirc, which is ground for the relays and such...

Just tried cleaning this one too - no difference

I think that this has more to do with the ignition switch than grounds. I have had this same issue, which comes and goes. Never tried the headlight trick, though.
