Turn signal stalk won't go up

Strange issue with my turn signal. When I got this 944 years ago the turn signal cancel never worked but I had much bigger issues to attend to. Now that I'm running out of things to fix (hahahaha jinx) I'm trying to tackle the turn signals. I tried the electrical tape fix Our Photo Album but that didn't change anything, didn't try to add more tape. A couple months ago I noticed the turn signal stalk will move down and turn on the left turn signal but I can't push it up far enough to turn on the right turn signal. It just hangs up... if I pushed hard it would probably snap. What could this be?

You're gonna have to find a route to work with only left turns...

Time for a new switch. Pull the steering wheel and see what you find. Maybe the pipper broke off the steering wheel's wiper ring.
