Flasher blocking relay

After some serious thought im tryimg to minimize the un used wiring in my 83. Iv installed a upgrade headlight harness kit. Self contained. Recieves trigger signal from the high beam low beam switch not the fuse box. Ran inline fuses to isolate the system. Now for my question. What is the purpose of the flasher blocking relay listed on the wiring diagram. I assume since iv isolated the system it is now an unnecessary bit tucked under the dash. Is this correct? What is it function? Id really like to get this wiring done. Still have a short somewhere in there and the more i remove the more likely it is ill find the culprit in that cthulu of a mess. Thanks for any input.
