need appraisal help?

So, on a whim I bought an 80' 928 that hasn't run in approx. 15 years. I have no history of the car except that it is German. Since I don't have a shop or any real place to work on it, I am casually working on the street in my little town. My little town will "kind of" let you "tinker on a car as long as it's not an "eye" sore and it's legally tagged. that brings me to my question and hopefully help, In Washington state (at least at my most local DMV) if the person behind the counter decides that what you paid for your car feels low to them, then you have to pay sales tax on what they decide it should be worth. Needless to say, I was shocked when she said that they are going for $25K to $80k+ and she was only going to tax me at $16k (she acted like it was a favor). I have a bill of sale for the actual $2800 I bought it for. I was told that I needed to find a like car at a dealer with the same price or take it to get it appraised. Yes, i did remind her that it wasn't running and not to many dealerships are in business to sale non-running poor condition 1980's Porsches (that aren't 911's). Is there anybody here that can give me a legit appraisal of value and or estimate of the cost to bring it back to life on a letter head ? I can provide pictures and what I have done and noticed so far. Honestly I think it may take around $10k to get the mouse pee smell out of it alone.

Something wrong at your DMV. Find another office. Your car looks to be in very bad shape. Ask a junk yard what they would give for it!

$16k valuation my backside. Had you shown them pictures of your car vs an actual $20-$80k example?

That is were I'd like to go eventually. Just a big difference in $300 and $1300 in taxes.

Was the car never registered before?

Sad to say, its not a $2800 928, but with some TLC (truck load of cash) it could be.

Just try again, with pictures, and maybe print out a few online sources of prices, autotrader, etc.

That's total BS from your DMV. I bought a '79 non running 928 5 speed for $ 800, cost me $ 48 to register it initially and $10 per year thereafter as a vintage vehicle. Parts are very expensive especially the interior. Some parts are simply unobtainable such as the center console bezel, found one in Poland that's 3D printed for $700....ouch. I'll spend $15k restoring my car if I do all of the work myself including painting it, and in the end it will be worth $ 20k....maybe.
