1981 928 Brake Problem..Please help

When I step on the brake pedal to stop, I have to push the pedal to the floor. The pedal has some pressure, but it's not consistant. I had the shop replace and bleed the brakes and the pads are good. Do you think it's the Master Cylinder, Vacuum Booster, or Vacuum actuator? Please any info would be helpful. Also if you know a website that explains the repair, that would be helpful.

Please help
Thanks

I agree that it sounds like the master.

If it were the booster, you'd get a good hard pedal fairly low to the floor that would be consistant. It's certainly worth checking the check valve on the booster, or if you have a mityvac or similar the booster itself.
