running rich / surging idle

my 79 euro has developed a rich running / surging idle problem.

Starts great, runs for 30 seconds very smoothly, and then the idle begins surging down and up, and if I don't keep it running with my foot on the pedal she would die. Through this warm-up low rpm stage she runs very rich. The surging idle will continue through this whole run cycle. (up to an hour drive time typically).
But, if after a 20 min. drive, I return home, let her sit for an hour, go out for quick trip somewhere after that hour, she runs and idles perfectly....

I think I've replaced all vacuum lines, and running propane around the intake makes no difference in the idle. I need to replace the aux. air pump hose ( not the bent one, but the metal reinforced semi-straight one). but any suggestions would be appreciated.

Not a good thing, but warm up issue, could be warm up regulator.
