brake peddle seemed to be a little hard to push down when started and then soften up. Is this normal? 1980 auto USA. thanks

Engine vacuum supplies most of the braking force, but until the engine is running you may not have any vacuum. With my foot on the brake I can feel it sink down as the engine starts.

That is normal from the vacuume booster working. All cars with booster should do this. You can test to see if the booster is working by 1. shut off the car. 2. pump the brakes. 3. The brakes should get harder and harder with each pump. 4. Pump and hold the brakes. 5 start the car. 6. The brake pedal should sink down a little bit.
