fuel rail line pressure

when I turn my car on i can hear my fuel pump running, I opened the line that is at the fuel pressure regulator and it trickles out slowly, should this be under high pressure or low pressure. I am trying to find out if my fuel pump is pumping high enough. I cant open the lines at the very end of the fuel rail, I tried but I don't want to break the line. It is the L jettronic system.

On an L-jet, there is a large nut at the front end of the passenger side fuel rail. There is also a metal ball bearing that seal the fuel rail with the help of pressure from the nut. If you remove the nut and metal ball bearing and turn on your fuel pump, it will pump a boat load of fuel onto the top of your engine.
DON'T DO THAT!!!
After you remove the nut and ball bearing, push a length of fuel line onto the threads where the nut was and direct the resultant fuel into a container. The WSM gives you the correct amount that should be pumped in a certain time that will tell you if your fuel pump is operating correctly.
928sRUs has a fuel pressure gauge that can be permanently mounted to your fuel rail.
