CIS System

Hi all, still trying to get my old 75 911s on the road.
Currently dont have spark on any cyl but yet when i plug in a spare dummy lead and plud into ea pot on the dissy, i get spark.
Could my plugs be fouled? Even tho the car hasnt been running yet.
Also there is about 1/4 inch of fuel lying in the bottom of the airbox where the runners go into. This seems odd?
