would you put up with any rust?

I am seriously looking at a 1991 964 with 40K on it. PPI checked out well except for non-working A/C(probably needs to be recharged), non-working radio display(radio works) and a small bubble of rust at the lower driver-side corner of the windshield(see pic) which has apparently not advanced in the past 2 years. It is also hard(non-compressible)

Compression was as follows:
#1 205 #2 205 #3 210 #4 205 #5 210 #6 210

I have heard from people that this is not entirely unusual but I need a few more opinions.

Rust is never good. Rust on a 90's car makes me think about a lot of things. You can pull back the seal and poke around. But that would bother me as that's a structural component in a roll.

Radio, no big deal.
A/C - might need a recharge, might need a CCU ($$$).
Just compression, no leakdown?
What did the OBD codes show?
What does the mechanic that did the PPI think about the rust?

Mechanic thought the rust was just "minor bubbling" and that it was not something to be too concerned about as long as it was dealt with in the future.

Leakdowns were 20-26% spread out across the cylinders. From my reading this is a little concerning but would the fact that the car has been sitting for the last 5 months have anything to do with that?(owner had an accident and was unable to drive)

I had such a rust bubble - it was about 1 linear feet under the seal on the inside face. You'd never see it unless you pulled the seal completely off. I fixed it when I decided to replace the windshield. It took quite a bit of scraping and POR paint. Not a pretty fix. If you are cosmetically inclined, you'll pay a few hundred to do it right - otherwise $15 worth of POR paint and some close match topcoat did it.

I had similar syndrom developing on my '92 964 C2. After I took the windshield and seal out, the scene was...well...horrible to me. Both sides have the same problem.

No big deal? You'll need paint work outside of the window channel for one.
A/C needing a "recharge" means that the freon leaked out. The system has a leak. This can be anywhere in the system. Most a/c places will overhaul the system, so they can guarantee it. $1500+.

Where are you located? Rust belt? Here in CA I would never consider such a car - even if it is cheap. Rust never sleeps. It is like metastatic cancer - it will soon show itself elsewhere on the car ...

Don't kid you self. Rust happens even in CA.

My car was a Cali car for 10 years (had rust bubble in the window - Vasek Polak "fixed" it under warranty). 7 years leter, in dry Colorado, I decided to replace my pitted glass and found rust similar to those photos. You'd never know it by looking at the outside, the Vasek Polak fix still looked new.
