Volt meter reading

With a fresh battery and the engine running, what reading at the battery should I see when testing with a volt meter? Assume the charging system is up to spec. This is a 1990 C2.
Also, has anyone installed a battery cutoff switch? What will be the effect of turning off power to the DME, then back on again at a future date?

1. At least 14 volts with no load and 13.5 volts with most loads on, ie, headlights, a/c, radio.
2. I've had a battery cutoff for 4 years now on an optima battery. I cut off the battery if I will not drive it for at least 3 weeks with no ill effects.
