hvac problems

I have a 1990 C2 with hvac problems. I consistently blow fuse #1 if I increase the fan speed beyond 2. Also I can't decrease the heat coming into the cabin. I don't think the fan speed increases much from 0 to 3. Any ideas?

You may have several issues.
Maybe a damaged rear(aux) fan. There's a feedback signal from it, if it's not working properly the CCU will shut down the front blowers.

If you can't regulate heated air you probably have one or two damaged mixing valve servos.
The CCU store all fault codes, you could use a OBD tool to read out any codes, thus find the faults.
