We recently had this issue with 1 window and it was the actual switch. Believe they are relatively inexpensive and simply pull straight off with help from small screw driver or putty knife to get some leverage. New one snaps on.
He did mention that you want the better (read more expensive) switch available as they tend to last longer. He said the cheaper version is wasn't worth the few dollars savings. Your issue is slightly different in that ours wouldn't go up or down but maybe worth a shot at replacing one to see if that is the issue. My only reservation would be that they both do the same thing and you are saying it happened at the same time. You wouldn't think both switches would fail simultaneously.

Replace the switch with the OEM version from Pelican. I keep a spare in the glove box and find I'm replacing one about every 3 years. They pop out and push in.
