964 off throttle engine braking

My has always done this since I have owned it but when the throttle plate is closed the engine does what I call engine braking. the engine does not die it just goes into idle mode but there is no free wheeling like I would expect it is either on or off throttle nothing in between . when on cruise control it really shows up as it is not very smooth. What should I be looking for?

My cruise control is still smooth between accel and decel mode.

When cruising at 75mph, it coasts pretty smooth when I let off the gas in 5th gear.

In third gear, it has very good engine braking when I let off the gas, which I expect on a big displacement flat six. I seldom engine brake anyway, since I am trying to prolong my transmission life. It is cheaper to replace brake pads than to repair the transmission.

Interesting maybe it is simply the way it is suppose to be and maybe I need to clean the IAC out too. and just for the record I am not engine braking on purpose
