How do I check The ATF and If need be change the ATF fluid and Filter? I have a 2000 996 with Tiptronic Transmission.

Heheheh, not the most user friendly procedure. Generally, unless you have access to a lift and some method of pumping fluid, this is not a DIY friendly procedure.
Get under the car with the transmission fluid at operating temp (180 F) loosen the fill plug (the large hex plug - 14mm or 17mm). If fluid drips out, it is at the correct level. You can ONLY use Esso LT71141 ATF. This fluid runs about $17 USD per liter. The fluid replacement interval is 90K miles. The fluid and filter are changed by draining the fluid out of the pan with the drain plug (NOT to be confused with the fill plug) You then remove the pan to change the filter and gasket.

I think I can Handle it With a rented lift or on Jack Stands. I appreciate the response. Do you know where I can get the ATF fluid you mentioned, Is it readily available at Autozone, Nappa, ETC... or is it a over the net or dealer Item only?

The only place I have ever located this fluid is from a dealer. BMW uses the same fluid as well, so you can shop around for the best price.
