RMS/Case porosity issues- technique problem?

Hello,
We've all heard about the RMS/Case porosity issues: my question is, is that a problem of defective parts, such that only, for example, one in five engines would be affected? Or is the issue rather a design flaw, such that all engines are succeptible and the problem would manifest as a result of some driving behavior? If so, what sort of driving behavior is risk behavior?

Also, has anyone noticed that the quick link on the PelicanParts homepage for the 996 BBS takes you to the 993/964 BBS?
