fuel tank purge valve

I started a query about my gas-cap-noise problem on the 911 forum after having no success here a few months ago. Now that it looks like I've found some help there, I'd like to move back here for more specifics. What is a fuel tank purge valve, where is it, and how hard is it for your basic DIY oil-changer to do?

Actually, check that your bleeder valve is not cracked or leaking - that can cause a hissing\sucking sound.

It is located on the end of the filler tube. Number 12 in the attached picture.

Purge valve is located on the engine - not a factor here.
