No resrictor on breather line to intake can foul plugs?

I just realized that when I replaced breather hose #28 I tossed out the restrictor inside the hose that is supposed to allow only "vapor" transfer.



This is the restricor.



When I changed my plugs in the summer, two of them were severly fouled. I'm wondering if the lack of the restrictor allowed more than vapor into the intake?



Does it matter which direction the restrictor is pointing in the hose?

Finally when I remove the oil cap...my car runs fine--shouldn't it stumble or stall wothout a restrictor?
