Was it systemic police disinterest, systemic lack of female victim motivation to report and follow through, systemic public shame upon reporting those crimes, or lack of any crime, or cultural lack of perceived crime by acceptance, or something else? Or a combination?
There were, what, sixty women or something involved...so something went wrong again and again.
