Quite often red light cameras and their "evidence" have no enforcement authority.
They are really just a deal between the service provider and a municipality.
"Dudes, we will pay for the installation, operation, and maintenance of the systems and rev share with you.
When someone runs a light we will send them "a ticket".
The beauty is the majority of people will just simply pay it not realizing it's not actually a ticket but a bill from a private company with no legal authority to enforce vehicular laws."
In those situations they can't even send it to collections as there was no mutual agreement to compensate for services rendered.
Literally anyone could stand on a corner with a camera, snap pics of people rolling right on reds then send them a bill.
It'd be the same thing.
