I’m not sure it might not just be easier for the body shop to paint behind the bumpers rather than masking the area. Since there’s no real work other than a bit of scuffing of the surface, the difference in cost would probably be minimal. I’d be much more concerned about your time frame for a good shop as quality takes time.
