you cannot reuse pads on new rotors, and have a mixed chance of success even with a pad slap on old rotors. pads and rotors need to be changed together, and then bedded properly. see the stoptech site for the proper procedure.
failing that, i would be willing to bet that it is lower control arm bushings. i have had this happen before. they are almost always neglected, and at this age, almost certainly shot.
