In the Atlanta area, hazardous waste is supposed to be sent to a special disposal site. Taking the material up requires special permits and is supposed to be done by a licensed and insured company. Of course all that costs $$$$! Or, the hazardous material can be permanently covered up/encased and left in place. At least that was how it was about 15 years ago!
