From about 1970 the first 10 in the VIN range were reserved for factory use. Many were used to renumber old race cars that got updated and some would have been used for prototypes or crash testing. More recently it seems that the first 60 VIN were reserved. However I do not know when this started, nor do I know if it applied to all VIN series. It would not surprise me if the reason your VIN's are skewed to the high end due to none being produced with lower VIN.
