I will have to check the timeline on the Concept Cars in question, but I perhaps saw the precursor to the Dodge Concepts being posted at the recent
Eyes on Design Auto-show last Sunday. Maybe it came after, will verify.
And about the NCAC duct, yea right you are FLIPPER35, I posted a full article on that a year or two ago, very interesting development.

The Portofino was notable for being an early example of cab forward styling, and many aspects of its design made it into the Chrysler LH platform which initially included the Chrysler Concorde, Dodge Intrepid and Eagle Vision.

Dodge M4S "Wraith" is early 1980's, the Lamborghini Portofino is late 1980's, family ties though Chrysler ownership.
