Sure. Speaking only from my experience here at my work, it's about 20:1 for post-mastectomy reconstructive purposes. I'm sure it's tilted heavily in the other direction in other practices and am also sure you understand the point being a lot of people with breast implants feel much closer to restored than enhanced. Yet not many realize how big that population can be.
Radiation, mastectomies and even scoliosis braces can do a number on appearances which can really cause problems which are pretty effectively addressed by a relatively simple placement of breast implants.
I'm sure other cosmetic implants can serve the same purpose. However, there is a lot of beautifying BS out there as well.
