What’s scary to me is that it sounds like a multi hour trip diving out. I wouldn’t want to do it en masse in case someone panics and takes out the whole operation. So even if they were to try diving it’s likely a couple weeks of back and forth making the trip.
Drilling an access seems to be the quickest to me. Are Bruce Willis, Ben Affleck and Steve Buscemi available?
