I think part of it is the amount of turnover we have in some departments. The problem is lack of consistency with disciplines and lack of competence at the supervisor level and until they start treating everyone the same, there is going to be resentment from the people that work hard seeing the lazy people tattling on the hard workers for not getting work done that the lazy person is supposed to do but is on lunch break.
Also, why would you rehire someone that lost their job for not showing up to work?
But yes, this is from HR and our HR department is now 4x the size of when I started here. I do have to admit that our new Catbert is trying to get things back on track, the DiSC thing was started 6 months ago and before she got here.
