The problem with government rules is that they are one-size-fits-all and totally inflexible. They treat a $60 accounting mistake the same as someone who has habitually ripped off the state for millions.
Wait, that's not true, the person who habitually ripped of the state for millions was probably well-connected and had a few laws passed and a few phone calls made to protect them from any consequences.
The problem with government rules is that the screw people over small issue while ignoring (if not actively creating) huge issues.
