This is because there are different abilities that different counters have.
You need a guy that can do registration.
Not everyone in that office does it, and there is often a back end person that the front end person has to have open in order to do it.
If the back end person isn't available t he front end person will be assigned to someone else that doesn't require the two part system.
If you were to pay attention to what those people getting in front of you are doing, you will find it isn't walking in to start the registration process.
