As for DMV/Secretary of State, the last two times I had to renew my Illinois driver's license (I did it at the Thompson Center in the Loop), they were fantastic - I was in and out in under an hour (probably under 45 minutes) and everyone was cheerful and highly competent. Registered my Saab recently - it was a personal import from Canada, not something they see every day, exactly - and they handled it without a hiccup quickly.

I bought a truck car in Florida 10 years ago when my old one died while on vacation. When I got back home to Illinois it took 2 months and 8 trips to the DMV to get it titled. I was given conflicting directions. I was told to do impossible things. And then, at the end of it all, when it finally looked like I was in the clear, the lady that had been giving me hell the whole time showed up out of the blue, took the paperwork from the nice lady that was helping me, declared "I'm helping you now", and it suddenly cost me $1,000 more in taxes and fees.
