It is designed so you can have guests without needing to clean the whole house up from living to visiting condition in advance.
The purpose is not to live in those rooms, but rather to have them ready for use when needed. Living in them defeats that purpose.
Parlors and un-used rooms were/are important if you have unexpected guests.
Instead of a study of use they could have read up on the reason.
